MUMBY PARISH COUNCIL
MINUTES OF THE ORDINARY COUNCIL MEETING
HELD 15th SEPTEMBER 2026

26 APOLOGIES
Apologies were received from Cllr Smith and these were accepted.
27 DECLARATIONS OF INTEREST
There were none
26 MINUTES OF THE MEETING HELD 21ST JULY 2026
It was resolved that these be signed as a correct record of that meeting.
27 UPDATES FROM THAT MEETING
The Clerk had chased Cllr Brooks and Highways regarding double yellow lines at Parklands.
The bright lights from premises on Long Lane had been reported to ELDC light pollution team, and required forms completed.
28 REPORT FROM OUTSIDE BODIES
Cllr Eyre (ELDC) updated members on the postponement of the Local Government Reorganisation, and elections in May 2027 would be for ELDC District Councillors and Parish Councils.
1st October would be the last actual planning committee meeting, applications will then be decided by officers, with contentious / large proposals being decided by Chief Planning Officer and Chairman of Committee. Members felt this was an erosion of local democracy and agreed to write to ELDC to express their strong objections.
Housing targets could not be met mainly due to the extent of the area being within flood risk.
29 CORRESPONDENCE
E mail had been received regarding the proximity of the bin to the bus shelter, and reporting damage to the LCC bus shelter. Chairman had been and moved the bin slightly away and it was agreed it would be quicker to have the damaged panel repaired by Parish Council.
30 CURRENT GRASS CUTTING CONTRACT
This was the final year and would be out to tender in early 2027. No additional areas were added.
It was agreed to ask contractor to stain the Parish Council’s bus shelter again at a convenient time/weather dependant.
31 ACCESS TO CEMETERY
The Clerk had contacted Lincoln Diocese to ask about having the right of way across the churchyard relocated to nearer the boundary. Diocese had responded that this would require a Pastoral Scheme under Mission and Pastoral Measure 2011 Act and was a lengthy process. It was resolved that the Parish Council would pursue this.
32 NOTICE BOARD
The notice board backing needed replacement along with the Perspex front which was yellow and damaged. The current board was aluminium and in basically good condition, costs of a new aluminium board was in the region of £1200. It was therefore resolved to ask Hi Lite Signs, Louth to carry out work to replace the backing and a new Perspex front at an estimate of £298.50 ex VAT.
33 FINANCE
It was resolved that the following accounts be paid:
Clerks salary & PAYE (August & September) £744.32
Wren Farm (meeting room) £ 15.00
Payment of £50 outstanding to Gallagher insurance was ratified.
34 PLANNING
There were no applications or decisions to note.
Enforcement – ELDC Officer opened a fresh enforcement case regarding car sales.
35 UPDATE ON THE DEFINITIVE FOOTPATH
E mail received from LCC Officer advising that the preparation of the case for submission to the Planning Inspectorate was a lengthy process being a substantial piece of work within an already heavy caseload. The Officer was currently preparing another case for submission and that case had been submitted he would be in a position to work on the Mumby Order.
