MUMBY PARISH COUNCIL

MINUTES OF THE ORDINARY MEETING HELD

17th September 2025

During the public session concerns were raised regarding the recent incidents caused by vehicles speeding through the village and the potential danger to pedestrians and children as well as vehicles exiting their driveways.  It was felt that there was a danger to school children crossing the A52 to access the bus shelter(s) to catch school buses.  It was requested that consideration be given to having a pedestrian crossing installed.  This and other matters would be discussed by the Council during its meeting.

 

26          APOLOGIES

                Apologies and valid reasons for absence were received from Cllr Taylor and these were accepted.

27          DECLARATIONS OF INTEREST

                There were none

28          MINUTES OF THE MEETING HELD 15TH JULY 2025

                It was resolved that the Chairman sign these as a correct record, with amendments – Cllr Roberts to read Cllr Taylor, and Cllr Morline to read Morlini.

29          CLERKS REPORT

                Minute 22 – Amended details submitted for the application at Arbolow Farm relating mainly to S106 and footpath matters. Clerk reiterated that the Parish Council’s original comments still stood.

                ELDC Enforcement Officers looking into various matters raised regarding perceived unauthorised developments in the village.

                Minute 25 – LCC Highways looking into additional signage on Listoft Lane.

30          VILLAGE MATTERS

                No further official update on the use of the Church as yet, although it was understood some work had been done to the footpath.

                Footpath modification – This has not yet been passed to the Planning Inspectorate due to work demands and existing deadlines.  Officer hoped to send this application in 2026.

31          REPORTS FROM OUTSIDE BODIES

                Cllr Eyre (ELDC) – nothing to report other than local government reorganisation still being considered.

                Cllr Brooks (LCC) – briefly outlined LCC preference to keep Lincolnshire as one authority rather than split into north and south, there were other options put forward by other affected Councils and the Secretary of State will have the final say.  It is envisaged that the larger Parish and Town Councils will be expected to take on more assets and responsibilities, but this would be difficult for the smaller Parish Councils and Parish Meetings.  It was also felt that local representation would be more remote.  He also outlined the County’s objection to the pylons and substations, reported that Fix My Street had been improved and that another repaint store was open in Skegness where unused tins of paint could be taken for reuse and part tins reused.

32          SPEEDING THROUGH VILLAGE

                The Clerk indicated that she had contacted LCC on this matter, and officers had done a walk through the village.  LCC agreed to paint new large 30 mph signs on the road and SLOW markings as well as replacing chevrons with newer hi viz types. Clerk had asked for the speed van to visit the village. 

                During the public session several issues were raised regarding this matter and following further discussion it was resolved that the Parish Council contact LCC Highways to request due consideration be given to:

                a)  an Archer survey on the main road in Mumby, particularly along the straight before the church and around those sweeping bends.

b) consideration be given to the installation of "rumble" strips at both main entrances to the village

c) serious consideration be given to installation of a pedestrian crossing.  There are now a number of families in the village with school aged children who need to cross the main road to catch the bus at the LCC bus station and a crossing in that locality would benefit those children as well as any elderly/slower moving individuals wishing to access the church/cemetery, particularly now the church is potentially being brought into community use.

d) that we continue to push for the speed van to be sited in the village at ad hoc times/days

e) thought be given to installation of an average speed camera (similar to the one in Burwell on the A16).

Cllr Brooks to be copied in to request.

33          DOT GOV EMAIL

                The Clerk briefly outlined the AGAR Audit form Assertion 10 which required Councils to have their own dedicated domain name through either .gov or .org which would be more secure.  The issue around Freedom of Information requests and Transparency led to recommendation that individual councillors also had dedicated email addresses rather than using personal ones.  However, the Clerk advised that this would incur costs potentially in the region of £250 per year, and other councils in the area had opted for one free dot gov email address for the Clerk which would be used for all council correspondence and offered by Parish Councils online.  It was resolved that Mumby Parish Council apply for this free Council email.

34          VILLAGE MAINTENANCE

                It was resolved that there were no other areas to add to the current maintenance schedule.

35          CORRESPONDENCE

                ELDC – Current Postal Vote users will be approached to re-register

36          FINANCE

                a)  Accounts for payment;

                It was resolved that the following be paid:

                b)  Defib Pads

                The Clerk advised that the Red Lion Proprietors have offered to purchase a new cabinet for the defib, and it was resolved that the Parish Council purchase 2 new sets of pads.  The Red Lion be thanked for their offer.

37          PLANNING

                2537/25 – balcony 8 Washdyke Lane (circulated, no observations)

                2281/25 – additional solar panels Field House Farm (circulated, no observations)

                3050/25 – Determination of Lawful use, Inglenook Caravan Park – it was resolved that the Parish Council could not accurately confirm how long the site had been in constant use.  It was suggested that older google maps may be useful.

38          NEXT MEETING

                Set at 21st October 2025 @ 7pm

39          ANY OTHER MATTERS

                Concern was raised about a potential lawful use application being submitted on land currently used to sell vehicles – it was agreed that the Clerk contact ELDC Planning in this regard.

                Clerk red out email from proprietors of Red Lion who hoped to host Alford Silver Band to play around the Christmas Tree.  It was agreed that Cllr Bradley approach the supplier to arrange a suitable tree.  To be on agenda for next meeting.

 

There being no further business the meeting closed at 8.15pm
