MUMBY PARISH COUNCIL

MINUTES OF THE ORDINARY MEETING HELD

17th February 2026

 

Present:  Cllrs McCaig (Chairman), Morlini, Bradley

Mrs J. Cooper (Parish Clerk)

This meeting was held following the cancellation of the January meeting.

 

During the public session the Member of the public, editor of “In the Sticks” told members he, under his political banner, was undertaking a survey of residents of Welton le Marsh to assess their requirements in terms of allotments, open spaces, nature areas etc., and would bring the survey and results to the next Mumby PC meeting to show members the sort of work he was doing.

 

64          APOLOGIES

                Apologies and valid reasons for absence were received from Cllrs Smith and Robertson and these were accepted.

65          DECLARATIONS OF INTEREST

                There were none

66          MINUTES OF THE MEETING HELD 18TH NOVEMBER 2025

                It was resolved that the Chairman sign these as a correct record of that meeting.

67          UPDATES FROM THE CLERK

                M. 58 - The Clerk has asked Lincolnshire County Council to keep the Parish Council informed of any petition submitted on behalf of residents regarding the earlier request for a pedestrian crossing on the A52.  To date no petition has been submitted.

                M. 59 – The Clerk had written to the landowner regarding the blocked footpath off Coots Lane.  Apparently part of the blockage on one side has been removed, but the path was still blocked.  The Clerk has asked LCC Footpaths Team to take this forward.

                M. 63 – Cllr Brooks (LCC) advised he was looking into yellow lines on the junction Parklands

68          VILLAGE MATTERS

                Church – some delays in progress due to the heating boiler being condemned.  The tenant has agreed for the church to be noted as a future Emergency Centre for the village, however it seems ELDC has ruled it out as use as a Polling Station.

                Mobile Home, Long Lane – Clerk to chase enforcement team

                Modification Footpath – Clerk to chase LCC

69          OUTSIDE BODIES

                Cllr Eyre (ELDC) had nothing to update.

 

 

 

 

70          LAND REGISTRY ENQUIRIES

                Members gave Chairman permission to do Land Registry Search on parcels of land around the allotments, to a maximum of £50.

71          CORRESPONDENCE

                Clerk had received email offering old warehouse building, in process of being renovated, as a polling station.  Members of the Parish Council supported the idea and the Clerk, with consent of the original writer, to forward details on to ELDC Elections team.

                Clerk had circulated by email survey from LCC on proposed Local Government Reorganisation, members could complete if they wished.

72          FINANCE

                a)  Accounts for payment:

                It was resolved that the following accounts be paid:

                Clerks Salary & PAYE (Dec/Jan) – brought forward from Jan meeting        £721.50

                Clerks salary & PAYE (Feb)                                                                                                    £360.75

                Wren Farm                                                                                                                                       £  15.00

                The Clerk had picked up an invoice for the village Christmas Tree of £40, marked “paid”.  Clerk to find out who paid and members authorised that they be reimbursed.

                b)  Income/Expenditure 1st April – 31st Dec 2025

                This was noted.  The Clerk advised that interest from NS & I account had been receive - £179.21

73          PLANNING

                There were no applications or decisions to note

74          DATES 2026

                It was agreed the meeting dates be confirmed as – 17th March; 21st April; 19th May; 21st July; 15th September; 20th October; 17th November

75          NOTICEBOARD

                The Clerk advised that the notice board in Mumby needed a new backing board as it was difficult to pin items to it.  Members agreed that this be looked at.  It was also agreed that the spare key currently held by a church member, be collected and held by a councillor.
