MINUTES OF THE ORDINARY MEETING HELD

21st October 2025

During the public session Mr Tucker from Welton le Marsh handed out copies of his village magazine covering Welton, Orby, Skendleby and Willoughby and asked if there was any events which needed publicising in Mumby.  He was advised to contact the Red Lion and also Mr Oliver who has taken over the church.

 

40          APOLOGIES

                Apologies and valid reasons for absence were received from Cllr Smith and these were accepted.

41          DECLARATIONS OF INTEREST

                There were none.

42          MINUTES OF THE MEETING HELD 16TH September 2025

                It was resolved that the Chairman sign these as a correct record, with the amendment to the date to read 16th and not 17th.

43          UPDATES FROM THAT MEETING

                Minute 33 – the dot gov email address was now live, with a few teething problems.  The Clerk to change the address on the web site, although the gmail address will still be used in tandem for some time.

                Minute 39 – Concerns were raised regarding a potential lawful use certificate application on land, ELDC advised this would be unlikely as the land was not in any applicants ownership.

                Enforcement Officer had visited site on Mumby Road, Hogsthorpe and spoken with owner and confirmed no residential use. 

44          GENERAL VILLAGE MATTERS

                It was understood Mr Oliver was now set up in the church and was looking for some promotion from ELDC.  He’d also offered use for a craft club if anyone wished to set one up.

45          REPORTS FROM OUTSIDE BODIES.

                There was no LCC Representative

                Cllr Eyre (ELDC) had no further updates other than that earlier regarding potential re-organisation of local government.

46          UPDATE ON SPEED REDUCTION ISSUES

                The Clerk had written to LCC Highways and Councillor outlining requests by the residents for various speed reduction measures to be considered.  These were: An Archer survey on A52; installation of rumble strips on village entrances; consideration to installation of a pedestrian crossing; push for the speed van to visit; consideration be given to an average speed camera.  Despite numerous requests for an update, nothing had been received and the Clerk had written to the County Councillor expressing disappointment that the Parish Council had not been responded to.  Contact was made with Road Safety Partnership who responded quickly advising that the survey undertaken in March 2024 had recorded average speed of 30.3mph in the 30mph zone.

                Clerk to continue to push for response.

47          GENERAL CORRESPONDENCE

48          FINANCE:       

                a)           Accounts for payment:

                It was resolved that the following accounts be paid:

                Clerks salary & PAYE (October)                                          £360.75

                Wren Farm (meeting)                                                                £  15.00

                R. Aldrich (grounds)                                                                  £739.00

                Ratification of the payment for the defib pads was approved - £156.00.  The Clerk had dropped these of at the Red Lion.

                b)           Income/Expenditure & expenditure against budget to 30th September.

                These were noted.

                c)            Christmas Tree

                The tree had been ordered for delivery to the Red Lion at the beginning of December, in time for the Silver Band event on the 9th December.

49          PLANNING

                Decision 2400/25 – Arborlow Farm – 3 holiday lodges & fishing lake.  Conditionally approved (to be in accordance with plans; flood warning and evacuation plan to be agreed; landscaping to be approved; lake to be constructed prior to holiday lodges being occupied and to be open to public; holiday lodges occupied only between 15th March and 31st October; holidays purposes only and register to be kept; floor levels to be 300mm above ground level; only three lodges permitted; ecological mitigation works to be undertaken.)

                This was noted as 18th November 2025

51          ANY OTHER MATTERS/NEXT AGENDA ITEMS

                Clerk advised that the proprietors of the Red Lion had looked at replacing the cabinet for the defibrillator but this was too expensive so they would be tidying up the existing one.
