MUMBY PARISH COUNCIL

MINUTES OF THE ORDINARY COUNCIL MEETING

HELD 17th September 2024

 

Present: Cllr Taylor (Chair); Cllrs Bradley, Smith, Morlini & McCaig

Mrs J. Cooper (Parish Clerk)

Cllr S. Eyre (ELDC)

There were no members of the public present.

 

27          APOLOGIES

                Apologies and valid reasons for absence were received from Cllr Robinson and these were accepted.

28          DECLARATIONS OF INTEREST

                Cllr Bradley declared a potential personal interest in agenda item 10 (amended to grass cutting contract).

29          NOTES OF THE MEETING 16TH JULY 2024

                It was resolved that the Chairman sign the minutes of the meeting held 16th July 2024 as a correct record.

30          CLERKS REPORT

                Following the last meeting the Clerk confirmed:

  • The raised drain cover on Cumberworth Lane corner had been reported via Fix My Street, and is to be assessed.
  • Works to the layby A52 had been carried out by LCC, who had made a good job
  • Street lights – “in progress”
  • Letter of thanks to RDR Timber for the planters and for fixing the banners had been sent
  • Cllr Davie had been e mailed regarding progress of the footpath, no response.

31          VILLAGE MATTERS

                The tree stump had been fashioned into a small seat.

32          USE OF MUMBY CHURCH

                The Clerk read out an email from local conservationist who is in talks with Lincoln Diocese regarding possible re-use of the church as workshops and training centre for traditional workings.  It was agreed that the Parish Council request to be kept informed as to progress on this project, and in particular any discussions regarding a new access and parking. 

33          REPORTS FROM OUTSIDE BODIES

                Cllr Eyre (ELDC) had nothing to report.

34          GENERAL CORRESPONDENCE

                Road Closure notice – old Railway bridge

                E mail from resident raising several matters regarding speeding, the church and activities in the village.  Clerk to respond.

35          AMENDMENTS TO FINANCIAL REPORT

                Amendments to allow payments to be made by bank transfer were agreed.

36          GRASS CUTTING CONTRACT

                There were no amendments required to the current contract

37          FINANCE

                Accounts for payment:  It was resolved that the following accounts be paid by cheque:

                Clerks salary & PAYE )(August & September)                                             £694.20

                Hire of meeting room                                                                                                £  15.00

                The Clerk also asked cheque signatories to sign a letter to Barclays asking for the Poor Land Charity account to be closed and the monies transferred to Unity Bank savings account, or sent by cheque.

38          PLANNING

                The Clerk confirmed the Parish Council’s response regarding Scoping Opinion applications for Eastern Green Link (underground cabling) and National Grid pylons & interconnector stations.  This had been sent to both Eastern Green (NG) and ELDC and covered the requirement for various reports on impacts on biodiversity, population and human health, risks from operational effects; comprehensive bat survey; wildlife and species survey; survey of all local roads and impact by construction traffic; assessment of underground infrastructure implications; impact on tourist industry and impact on loss of agricultural land and food security.

39          DATE OF NEXT MEETING

                This was set at 15th October 2024 @ 7pm

40          ANY OTHER MATTERS/ITEMS NEXT AGENDA

                There were no further matters.
