Minutes of the Council Meeting

100        DECLARATIONS OF INTEREST

                There were none

101        MINUTES OF THE MEETING HELD 18th MARCH 2025

                It was resolved that the Chairman sign these as a correct record of that meeting.

102        UPDATE FROM THAT MEETING

                The Clerk advised that the demolished speed limit sign is to be replaced.       

                Invoices have gone out for allotment rents, awaiting application from persons interested in the vacant two plots.

103        VILLAGE MATTERS UPDATE

                The Clerk read out contents of e-mail from LCC Footpaths regarding the application for the footpath 1208 Modification Order.  The officer will be making a final attempt to seek the withdrawal of objections which are not relevant to the making of the Order, before preparing documents for submission to the Planning Inspectorate.  Discussion followed on the time this has taken.  Cllr Davie (LCC) outlined the lengthy process.

                Church – the lease has been signed and it is hoped that work to change its use to workshops will commence over Easter.

104        REPORTS FROM OUTSIDE BODIES

                Cllr Eyre had nothing to report from ELDC

                Cllr Davie gave a brief outline on progress and actions by LCC regarding the pylons and associated works proposal – the second round of consultations from National Grid are due in late May, LCC working with Barrister to obtain actual costing of both off and on shore routes, National Grid have again refused to answer in full and LCC looking now for an Internal Review, followed by Judicial Review.  Other cable/pylon routes are potentially being proposed, with one possibly east to west.  LCC do not support solar farms on agricultural land, but do support provision on buildings.  He briefly outlined the position regarding the Mayor election and the potential implications on all tiers of local government, including Parish Councils when ELDC and LCC are turned into one larger unitary authority.

105        CORRESPONDENCE

                There was none

106        REQUEST FOR SUPPORT FOR VE DAY EVENT

                Letter received from Red Lion pub landlords who are proposing to hold a VE Day event for the community, including a beacon lighting and raising of the Union Flag and who request Parish Council support in purchasing a beacon.  It was agreed this was not something the Parish Council could do at this level, however it was proposed, seconded and resolved that the Council donate £100 from its S137 expenditure allowance towards the community event.  The Clerk to write to the landlords explaining the criteria and authorisation was given to make a BACs payment of £100 once details received.

                Cllr Smith left the meeting after this item.

107        FINANCIAL MATTERS

                a)  Accounts for payment:

                It was resolved that the following accounts be paid:

                Clerks Salary & PAYE (April)                                                      £288.75

                Wren Farm meeting                                                                      £  15.00

                b)  Expenditure against budget 24/25 and end of financial year income & expenditure – both documents were noted and approved.

                c)  It was agreed that the late Cllr Robinson needed to be removed from the bank account as signatory, and Cllr McCaig to be added.

108        PLANNING

                There were no applications.

109        DATE OF NEXT MEETING

                This was confirmed as 20th May – to be the Annual Council Meeting, preceded by the Annual Parish Meeting.

110        ANY OTHER MATTERS

                It was noted that a van had been apparently abandoned in the layby near the Church.  Clerk to report.
