DRAFT MUMBY PARISH COUNCIL

MINUTES OF THE ORDINARY PARISH COUNCIL MEETING

HELD 19th JULY 2022

 

PRESENT:  Cllr D. Robinson (Chair); Cllr J. Morlini, Cllr J. Bradley; Cllr J. Taylor, Cllr M. Smith (after agenda item 2 minute 22)

There were no issues raised during the public session.

 

21           APOLOGIES

                Apologies had been received from Cllr S. Eyre (ELDC)

22           CO-OPTION

                Mr Smith was invited to tell members a little about himself, and it was then proposed (Cllr Taylor), seconded (Cllr Robinson) and resolved that Mr Smith be invited to join the Council.  He took his place at the table and signed his Declaration of Acceptance, which was counter signed by the Clerk as Proper Officer to the Council.

23           DECLARATIONS OF INTEREST

                Cllr Taylor declared an interest in planning application (minute 33).

24           MINUTES OF THE MEETINGS HELD 17TH MAY 2022 AND 28TH JUNE 2022

                With amendment to the date on the minutes for 28th June 2022 it was resolved that the Chairman sign these as a correct record of those meetings.

25           UPDATES

  • Waste bin near the bus shelter is now on ELDC’s emptying route
  • Planning comments submitted, noted some objections submitted from parishioners on grounds of pedestrian/children/highway safety; number of additional vehicles; smells; current pressure on amenities; dog mess; flood risk & density.  It was disappointing to note the County Council had no objections.
  • Quote for the works to remove growth from the churchyard trees adjacent A52 (as recommended by the Arboriculturist report) had been received - £325 and it was resolved to accept that quote.

26           UPDATES FROM OUTSIDE BODIES

                There were no representatives from ELDC or LCC.

27           ARCHER SURVEY

                Results had been received, showing some 4770 vehicles passed through during 7 days from 26th May, with average speed of 30.5mph.  Some exceeded the speed limit but there were not enough speeding vehicles to warrant either a mobile or fixed speed camera.  However, on looking at the report it was noted the equipment had been put up on Hogsthorpe Road/A52 and not on Mumby Long Lane as requested.  Clerk to contact again to request further survey on Mumby Long Lane.

28           FOOTPATH

                Clerk read out e mail from LCC Footpaths Department advising that original office had left post and replacement had been busy with an enquiry. However, it was anticipated that there should not be any further delay.  Clerk to contact again for an update.

29           CORRESPONDENCE

                Cllr Taylor had received correspondence from Viking Link requiring update on the grant money they had given for the speed devices – Cllr Taylor to reply.

30           DIOCESE PROPOSAL REGARDING CHURCH

                Clerk briefly updated members on the e mail circulated from Diocese on the current closed status of the Church, and a request for any help through the Parish Council or a Community Group to take on the management of the church as a community space.  A former churchwarden advised that two meetings had been called when the church was first closed, and there was little enthusiasm for a group to take over its management at that time.  It was felt that there was little change and little chance of any group coming forward to take over its management, and the Parish Council was not in a position to do so alone.  It was therefore agreed to respond back to the Diocese to that effect.

31           PROPOSED TO DIOCESE REGARDING ACCESS TO CEMETERY

                The Clerk read out letter sent from the Parish Council to the Diocese requesting consideration be given to the Diocese negotiating with the Parish Council to look at an alternative entrance to the cemetery being vested in the ownership of the Parish Council, which would, it is felt, be better than the current path which in effect cut the churchyard in two.  No formal response had been received back from the Diocese, however an officer there had received the request and was taking advice.  Clerk to chase.

32           FINANCE

                a)            Accounts for Payment

                It was proposed, seconded and resolved that the following accounts be paid:

                                Clerks Salary & PAYE (June/July)                                £597.12

                                D. Goodman – fitting bench                                         £255.35

                                Transfer allotment fees to allotment account       £  50.00

                                R. Aldrich – grounds                                                        £562.50

                b)            Income/Expenditure against budget 1/4 – 30/6

                This was noted

                c)            To register for Internet Banking/access

                It was agreed that this should be carried out.

33           PLANNING

                Cllr Taylor declared an interest and left the room during discussion on the following application:

                N125/1121/22 – Lawful Use application Mill House – to erect two dwellings.

                No objections were raised.

                Cllr Taylor returned to the room.

                Decision – 125/703/22 – application to remove condition requiring footpath Pine Hill – conditionally approved (all original conditions imposed except cond 6 requiring a footpath)

34           DATE OF NEXT MEETING

                To be 20th September 2022 (Cllr Smith tendered his apologies)

35           ANY OTHER MATTERS

                Cllr Robinson agreed to take on the Land Registry application for the allotments from Cllr Bradley.
