DRAFT MINUTES OF THE ORDINARY PARISH COUNCIL MEETING
HELD 15th NOVEMBER 2022

2 Members of the public
During the public session concerns were raised regarding a Screening application for use of land on Long Lane for caravan site. Support was also given for the planning application for a new dwelling at White House. Questions were asked regarding the recent archer survey on speed on Long Lane and the Clerk agreed to forward the data.

It was resolved that the Chairman sign these as a correct record.
68 UPDATES FROM THOSE MINUTES
The Clerk had received information from ELDC Enforcement officer regarding caravans parked on land on Long Lane – owners wished to use the land as a smallholding, buildings on site were for storage and welfare facilities. Enforcement Office has requested a planning application be submitted, and confirmed that whilst planning application was being considered any enforcement action would be held in abeyance pending planning decision. Clerk to monitor for application.
69 REPORTS FROM OUTSIDE BODIES
There were none.
70 FOOTPATHS ORDER
Clerk confirmed that notices had gone out and been displayed in the Parish notice board. Any persons with any objections to contact LCC by 22nd December.
Query was raised whether LCC would be responsible for having footpath cleared of blockages including parked cars should it be approved.
71 ROAD SAFETY
Clerk confirmed LCC looking at further signage, barrier methods on the Cumberworth Road bend. After much discussion it was resolved that 4 further Watch Your Speed 30mph signs be purchased.
72 CHRISTMAS TREE
After much discussion on the difficulties on lighting a Christmas tree with no power source, it was resolved that if a tree could be sourced Cllrs Taylor and Smith would erect and look at lighting options.

74 FINANCE

It was resolved that the following accounts be paid:
Clerks salary & PAYE (November) £298.56
Grounds maintenance – removal growth Church trees £325.00
Contract grounds maintenance £646.50
b) Draft budget
This was circulated for members to consider for approval at the January meeting.
75 PLANNING
N125/2020/22 - White House Farm, Long Lane – erection house and detached garage with salon and first floor annex. After considering the plans it was resolved that no objections be raised but request occupancy of the annex be conditioned to link it to the main house, so it could not be let or sold separately.
N125/2002/22 – Screening opinion – caravan site Long Lane – It was resolved to object to this screening application as it was felt the use as a caravan site would be an intrusion into open countryside, that the proposal was unsustainable as there were no nearby facilities, access onto a straight road subject to national speed limit only with no footpaths or street lighting would be dangerous for walkers and there were no bus stops in the immediate vicinity for users to access public transport.
Decision – N125/1102/22 – 46 mobile homes, Coots Lane – conditionally approved (to be in accordance with plans & approved Flood Risk; lodges only to be occupied between 15th March and 31st October and for holiday purposes only; foul water to be disposed of via main sewer, no more than 46 lodges, existing acoustic fence on eastern boundary to be retained).
Concerns were raised at the condition requiring connection to main sewer as the sewer stopped short of the application site boundary, Clerk to contact ELDC on this.
Outer Dowsing Windfarm – several councillors and the Clerk had attended exhibition at Anderby. Cables to bring power from the proposed wind farm to be either taken to substation in Bilsby area, for onward transmission to National Power infrastructure, which would involve pylons and high powered cabling, or to substation south of Boston where infrastructure already existed, which would involve cables running south in the vicinity of Mumby. Decision on sites rests with National Power. It was agreed that Cllr McCaig be the parish Councils representative on the Community Laison group and report back to Council.
76 2023 DATES OF MEETINGS
These were approved as third Tuesday in January, March, April, May (depending on election dates), July, September, October and November.

This is noted as 17th January 2023.

79 CLOSED SESSION
It was resolved that the council move into Closed Session to discuss the following item, and members of the public left the room.
80 CLERKS SALARY
It was proposed that the Clerks salary be raised from April to remain in line with National Salary Scales.
