MUMBY PARISH COUNCIL
MINUTES OF THE ORDINARY PARISH COUNCIL MEETING
HELD 27th SEPTEMBER 2022
(re-scheduled due to unable to comply with period of notice during National Mourning)

1 Member of the public
During the public session, members learned of a problem with land on Long Lane, Mumby which had recently been sold and which was now being used for the siting of a static caravan and portacabin. ELDC Enforcement have been informed, however the member of the public asked if the Parish Council could assist. The Council agreed to report it to ELDC again via the Parish Council.

39 UPDATES
Minute 29 – Clerk had sent updates and pictures of the speed devices to Viking Link.
40 REPORTS FROM OUTSIDE BODIES
There were none
41 FOOTPATH MODIFICATION ORDER
The Clerk confirmed that once the Order has been made by LCC, they would be sending out consultations to all those potentially affected. Those affected by the proposal will then have opportunity to object / ask for amendments to the County Council.
Discussion followed on who originally owned the track.
42 BUS SHELTER
The Clerk advised that initially LCC had stated the shelter belonged to them, however an email received 27th September from LCC now claimed the shelter belonged to the Parish Council, and a copy of the IPA from the Parish Council for permission to erect a bus shelter. Members confirmed that the shelter erected in 2017 by the Parish Council was not the one demolished, but was the one opposite adjacent to Washdyke Lane entrance. Clerk to reply to that effect to LCC and enclosing a plan of the positions of the two shelters.
43 ROAD SAFETY MEASURES
Discussion followed on the number of accidents on the A52, particularly from the Hogsthorpe direction. The Clerk advised members of the “Community Speed Watch” scheme, whereby members of the community could be trained to carry out speed checks in the village. This, however, carried risks of abuse from drivers.
It was resolved to ask Highways to consider the erection of a barrier or bollards on the corner with Cumberworth Lane to protect the property, and also to request a further supply of free 30mph lamppost signs.
44 CORRESPONDENCE
LALC News – circulated
Update on the end date for the road closure Cumberworth/Mumby due to Anglian Water works – now to end 21st October 2022.
45 FINANCIAL
A) Accounts for payment:
It was resolved that the following accounts be paid:
Clerks salary & PAYE (August & September) £597.12
B) External Auditor – it was agreed NOT to opt out of the current arrangements.
46 AMENDMENT TO GROUNDS CONTRACT
The original contract was circulated, and it was agreed to check with the contractor and to add trimming of hedge in new cemetery area.
Also to query who cuts/strims around the bus shelter.

It was resolved that the following be amended:
Asset Register – to include new jubilee seat and litter bin, and to include locations of assets.
Financial Regulations – to amend at 4.3; 5.5 and 5.6 to allow for internet banking/BACS payments if agreed and to remove 6.3 referring to Clerk submitting own tax return.
48 PLANNING
N125/1509/22 – Extension to Oak Tree Cottage. Circulated 9th August and no objections raised. Decision notice – conditionally approved – to be in accordance with plans.
Outer Dowsing Wind Farm – information circulated – to monitor. Currently route of cables has not been announced.
49 DATE OF NEXT MEETING
Agreed as 18th October 2022 at 7pm
50 ANY OTHER MATTERS
Allotment pump – Clerk outlined conversation with allotment holder who had repaired the pump in the past and the confusion over its current state and repair. Believed Cllr Smith had been in contact with allotment holder and the pump had now been repaired. Clerk to contact tenant with thanks.
Cllr McCaig has signed up to the MPs winter summit.
51 CLOSED SESSION
It was resolved not to go into closed session to discuss the following item.
52 CLERKS SALARY
To be discussed nearer the budge setting date.
