MINUTES OF THE ORDINARY PARISH COUNCIL MEETING

HELD 18th OCTOBER 2022

During the public session a query was raised about the planters which were adjacent to the removed bus shelter – Clerk to enquire from LCC.

 

53           APOLOGIES

                Apologies and valid reasons for absence were received from Cllr M. Smith

54           DECLARATIONS OF INTEREST

                There were none.

55           MINUTES OF THE MEETING HELD 27TH SEPTEMBER 2022

                It was resolved that the Chairman sign these as a cored record of that meeting.

56           UPDATE

  • Allotment pump has been repaired, with thanks to the allotment holder who did it.
  • Bus shelter – LCC to barricade off the stumps and look to replace on their insurance.

57           REPORTS FROM OUTSIDE BODIES

                There was no LCC rep.

                Cllr Eyre (ELDC) had little to report, ELDC disposing of a lot of office furniture ready for their move to Horncastle.

58           FOOTPATH

                No further update on the footpath, consultations had not gone out yet from LCC.

59           ROAD SAFETY MEASURES.

                Clerk read out e mail from LCC Highways which advised that they would not be looking at further protection measures on the Cumberworth Road bend/junction.  Members asked if LCC would re-look at erecting shevron or similar barriers on the bend. 

                Other measures that the Parish Council could consider were re-locating one of the static speed devices and erecting extra yellow “check your speed 30” signs, Clerk to ask for a further supply of these.  The Community Speed Watch scheme was another consideration, but this would mean members of the public coming together to be trained to operate equipment and record speed, but in other areas has resulted in abuse to the operators.

60           CORRESPONDENCE

  • Gentleman had put a Facebook post asking for community volunteers to come together to re-open the Church as a community centre.  Clerk had contacted him to offer details of who to contact in the Diocese, but no further posts had been made.
  • Barclays – Poor Houses Charity account now updated.
  • LALC Annual Report – circulated

61           FINANCE

                a)            Accounts – it was resolved that the following be paid:

                                Clerks salary & PAYE (October)                                   £298.56

                                Repairs to pump (allotments)                                     £  34.99

                                Floral displays/planters                                                 £  17.97

                b)            Income/Expenditure to 30th September – this was noted.

                c)            Burial Fees – it was resolved that these remain the same for the next 12 months.

62           PLANNING

                Outer Dowsing Wind Farm – community consultation events in November – 2 members to try and attend.

63           DATE OF NEXT MEETING

                This was noted as 15th November 2022

64           ANY OTHER MATTERS

  • Clerk to contact ELDC for update on Long Lane caravans
  • Layby, Hogsthorpe Road – Clerk to ask Anglian Water to cut their hedge back and to put this on a regular schedule
  • Archer Survey Data – Long Lane – Data showed number of vehicles travelling towards Thurlby and towards A52 on a weekday and on weekends
    • To Thurlby weekdays 1054/weekends 1004
    • To A52 weekdays 1039/weekends 886
    • Average speed to Thurlby weekdays 45/weekends 45
    • Average speed to A52 weekdays 46/weekends 47
    • Road Safety partnership felt this data did not meet criteria for any further measures.
