MINUTES OF THE ORDINARY PARISH COUNCIL MEETING

HELD 18th APRIL 2023

106         APOLOGIES

                There were none.

107         DECLARATIONS OF INTEREST

                There were none

108         MINUTES OF THE MEETING HELD 21st MARCH 2023

                It was resolved that these be signed by the Chairman as a correct record of that meeting.

109         UPDATES/CLERKS REPORT

  • Defib batteries and pads (x2) ordered, awaiting cheque before delivery.
  • ELDC Pride Team added clearing under benches to their “list”
  • No further update on the bus shelter situation, LCC still waiting on their insurance.
  • Clerk contacted ELDC Planning/Enforcement for an up to date picture regarding the car sales area.

110         REPORTS FROM OUTSIDE BODIES

                Cllr Eyre (ELDC) had nothing to report.

                There was no representation from LCC.

111         FOOTPATH

                There were no further updates

112         ALLOTMENT LAND REGISTRATION

                There was no further information since the last meeting.

113         CORRESPONDENCE

                ElanCity – interactive speed devices

                Notification from ELDC that the footpath diversion through Helsey Farm would no longer be dealt with under Section 257 of the Town and Country Planning Act due to the blocking of the definitive footpath by caravans, and it would now be dealt with under Section 119 of the Highways Act.  It is likely the Parish Council will be further consulted on this.

                E mail from Chris Dring, members were pleased to hear he was on the road to recovery and agreed to send a card – cllr Smith to let the Clerk have his address abroad.

114         FINANCE

                a)            Accounts for Payment:

                It was resolved that the following accounts be paid:

                Clerks salary & PAYE (April)                                                          £325.43

                Defib Shop – battery and pads                                                    £436.20

                L. Croft – Internal Audit                                                                 £  30.00

                LALC 23/24 subs                                                                               £155.78

                Wren Farm – meeting room                                                        £  15.00

 

                b)            End Of Year Income/Expenditure

                                This was noted, however the Clerk confirmed the final totals had been amended following the Internal auditors report

c)            Audit Papers

                                The Clerk read out the various Audit forms, which had been circulated to members and it was resolved that the Chairman sign the following:

                                (i) Certificate of Exemption

                                (ii) Governance Statement

                                (iii) Accounting Statement

                d)            Members noted the Internal Auditors comments, in particular the adjustment to the sum of £50 incorrectly entered twice in respect of allotment rents.

115         PLANNING

                               Application N125/345/23 – application to use touring caravan site all year round – Inglenook Caravan site.  It was resolved to object to this proposal on the grounds of potential flood risk and in breach of ELDC Local Policy.

                               Decision N125/2020/22 – Dwelling and garage and annex – White House Farm.  This had been conditionally approved (to be in accordance with plans; external materials to be approved; landscaping to be approved; to be in accordance with ecology and protected species survey; survey to check for bats to be carried out; surface water to be to soakaways conforming to Building Regulations; annex  to be occupied incidental to White House Farm and not let/sold; hair salon only operated by owner/occupier of White House Farm).

116         NEXT MEETING

                This is confirmed as 16th May 2023 to be preceded by the Annual Parish Meeting.
