Minutes of the Council Meeting

Held 18th July 2023

 

Present:  Cllr Taylor (Chairman); Cllrs Morlini, Bradley & McCaig

4 members of the public

During the public session concerns were raised by local residents regarding the proposal for 24 static caravans at Helsey Farm.  These included concerns relating to the unsuitability of Helsey Lane being shown as a safe pedestrian/cycle route to Hogsthorpe; potential to open the way for further expansion; local infrastructure not being able to cope with additional residents/vehicles; lane already used by heavy plant traffic and agricultural vehicles.

 

16           APOLOGIES

                Apologies and valid reasons for absence were received from Cllr Robinson, and were accepted. 

                Cllr Smith sent a message during the meeting apologising with a valid reason.

17           DECLARATIONS OF INTEREST

                There were none at this stage.

18           MINUTES OF THE MEETING HELD 16th MAY 2023

                It was resolved that the Chairman sign these as a correct record.

19           UPDATES FROM THAT MEETING

                There were none

20           UPDATES ON OUTSTANDING VILLAGE MATTERS

                The Clerk updated members on:

  • Coots Lane – storage of wood materials.  ELDC Enforcement Officer visited the site, further investigation into the history of the site and any breach of original planning to be understaken.
  • Long Lane – ELDC Enforcement Officer visited the site, static vans been removed and one touring caravan permitted to remain as storage of tools and personal use while owners on site.  Some tidying work requested. 
  • Car Sales – Enforcement Officer visited and monitoring.
  • Bus Shelter – Cllr Davie had looked into the delay  which was still caused by  LCC/vehicle drivers insurers.

It was agreed to write to the Enforcement Officer to thank him for his work in the parish.;

21           REPORTS FROM OUTSIDE BODIES

                There was no LCC representative.

                Cllr Eyre (ELDC) had no ELDC updates.

22           CORRESPONDENCE

                LCC Litter Picking Kit offer – it was agreed to request a kit.

23           OUTER DOWSING

                Cllr McCaig gave an update on a recent joint meeting between Huttoft PC, Bilsby and Farlesthorpe PC, Anderby PC and Well parish meeting.  Representative from Well believed the substation would be used in the future to produce hydrogen for onward transmission but it was felt this was not in the current proposal.  Concerns were raised at the proposed substation and at the possibility of pylons being installed should the east of Alford site be approved.  It was resolved to respond from Mumby Parish Council favouring the southern route.

24           FINANCE

                a)            Accounts for payment.

                It was resolved that the following accounts be paid:

                Clerks salary & PAYE       (June/July)                                         £650.86

                Poor Lands Charity – transfer allotment rents                      £125.00

                R. Aldrich – grass cutting                                                               £562.50

                This was noted.

                c)            Additional Cheque signatories

                It was agreed that Cllr Taylor be added as an additional cheque signatory.

25           PLANNING

                1091/23 – erection of Stable block and polytunnel (Hogsthorpe) no comments

                1140/23 – change use land to site 24 mobile home – Helsey Farm – it was agreed to strongly object to this proposal on the grounds and being unsustainable, no connectivity, over-intensive, Helsey Lane being a narrow winding lane with existing heavy plant and agricultural vehicle usage was unsuitable to be earmarked as a safe pedestrian / cycle route to Hogsthorpe.

                Decisions:

                1180/23 – Extension Oak Tree Cottage – conditionally approved (to be in accordance with approved plans. To be incidental to use of Oak Tree Cottageonly)

                756/23 – Change use land to garden – Berwyn House – conditionally approved (to be in accordance with plans; boundary treatment to be agreed; contamination procedures to be followed)

                755/23 – Change use land to garden – Tall Trees – conditionally approved (to be in accordance with plans; boundary treatment to be agreed; no additional fence/gate or buildings to be erected other than those conditioned; contamination procedures to be followed)

                Clerk to contact Cllr Robinson re LCC signs purchased.
