58 DECLARATIONS OF INTEREST

59 MINUTES OF THE MEETING HELD 17TH OCTOBER 2023
It was proposed, seconded and resolved that the Chairman sign the minutes of 17th October 2023 as a correct record of that meeting.
60 UPDATE FROM THAT MEETING
Christmas Tree - Cllrs Taylor and Smith advised that the Red Lion Pub had offered to site a Christmas tree if the Parish Council paid for it, and it was agreed that this be done. Cllr Taylor had sourced a tree for £70, Cllr Bradley suggested an alterative source and agreed to look into costs and let Cllr Taylor know the quote.
61 OUTSTANDING VILLAGE MATTERS
Footpath Modification Order – email had been circulated to members – whilst LCC agreed there was sufficient information to reasonably allege a right of way exists, the lodged objections were not withdrawn. Therefore the order, evidence and objections will be submitted to the Planning Inspectorate to determine whether the Order be confirmed or not.
Bus shelter – no further update. It was agreed that the Clerk approach Cllr Davie to try and move this along, as there were concerns at the dangerous trip hazards caused by the supporting blocks left in the ground.
Wood Yard – awaiting update
Access to Cemetery – the Clerk had spoken to the Rural Dean on this matter, who felt it unlikely that access would be given due to liklihood of there being unmarked graves in the area. it was agreed Clerk to write again to Lincoln Diocese on this matter.
62 OUTSIDE BODIES
There was no LCC representative present, however Cllr Eyre (ELDC) advised that LCC would be starting campaign to fight proposal for pylons in the area.
63 CORRESPONDENCE
Outer Dowsing, reconsultation on amended site for sub station and number of wind turbine out to see limited to 100. Cable route to remain as original.
64 METHODS OF COMMUNICATION WITH RESIDENTS
Different ways of communicating with residents was discussed, felt that a Facebook page for the Parish Council might be open to unwarranted comments. There was an existing facebook page Mumby Matters. Discussion on a newsletter, felt difficulties there would be sufficient content and delivery. To be on hold for present. Clerk confirmed the Parish Council did have a website where statutory information and agendas/minutes/financial matters were posted.
Cllr Smith left the meeting after this item.
65 FINANCE
a) Accounts for Payment:
It was proposed, seconded and resolved that the following accounts be paid:
Clerks salary & PAYE £325.43
Wren Farm meeting room £ 15.00
R. Aldrich second invoice grass cutting £646.50
b) Barclays issues
Clerk outlined the problems experienced with Barclays, including their constant request for information which has been sent numerous times, the inability for Barclays to change correspondence name on the account and the threat of putting a hold on the account if information was not sent, despite numerous phone calls. It was agreed to look to moving accounts and Unity Bank was suggested. Clerk to look into this.
c) Draft Budget
Budget for 24 / 25 circulated, Clerk to send to all again. For consideration and agreement at the next meeting in January 2024.
66 PLANNING
There were no applications
67 NEXT MEETING
Set at 16th January 2024 7pm
68 ANY OTHER MATTERS/ITEMS FOR NEXT AGENDA.
Cllr Robinson raised the ongoing problem of dog fouling in the village, and advised that the dog bins were full. Clerk to check emptying schedule with ELDC.

69 CLOSED SESSION
It was resolved that the Council move into closed session to discuss grounds tenders
70 TENDERS
The Council considered two tender quotes and agreed tender for the years 24 25 & 26.
There being no further business the meeting closed at 7:50pm
