During the public session the question was asked about the Parish Council having an information only Facebook page to help communicate with residents. To be discussed as part of the meeting.
The member of the public then left the meeting.
84 APOLOGIES
Cllr Davie (LCC) had sent his apologies.
85 DECLARATIONS OF INTEREST
Cllr Bradley declared a personal interest as a landowner potentially affected by the Grimsby to Walpole overhead line.
86 MINUTES OF THE MEETING HELD 16TH JANUARY 2024
It was resolved that these be signed by the Chairman as a correct record.
87 UPDATES FROM THOSE MINUTES
There were none.
88 UPDATES ON VILLAGE ISSUES
The fallen tree in the churchyard had been removed, however there was potentially an issue with the complete removal of the rootball which was proving larger than anticipated. It was agreed this may have to remain at present, members to take a look. It was felt it was

It was resolved that these be signed by the Chairman as a correct record.
87 UPDATES FROM THOSE MINUTES
There were none.
88 UPDATES ON VILLAGE ISSUES
The fallen tree in the churchyard had been removed, however there was potentially an issue with the complete removal of the rootball which was proving larger than anticipated. It was agreed this may have to remain at present, members to take a look. It was felt it was not possible to have the root ball pushed back into the hole.
The path would need reinstating, Cllr Smith agreed to take a look and see what needed to be done in terms of breaking it up, hardcore and re-laying. It was agreed that the headstone knocked over should remain flat on the gravespace for the time being.
The Clerk advised that as the trees in the churchyard were subject to a Preservation Order, ELDC had been informed and agreed that it was not a malicious felling. However, they request that a replacement tree be planted at the suitable time. The Clerk confirmed that this would also require a Part B Faculty.
Footpath – Cllr McCaig understood that a gentleman was currently looking at historic footpaths and could maybe offer some historical evidence of the path’s existence rear of the cemetery area. Clerk confirmed that the application was now with the Planning Inspectorate for decision.
The layby leaving Mumby towards Hogsthorpe was overgrown, Clerk to ask for Anglian Water to cut back the hedge around their unit.
Clerk to also contact Anglian Water regarding the diversion/blocking up of the spring some years ago, which now exists close to the layby adjacent the church.
89 PAVEMENTS IN PARISH
Cllr Robinson reported several pavements and areas which are in need of repairs/reporting. Clerk to report via Fix My Street.
Manhole cover raised, corner Main Road and Cumberworth Road; pavement cracked. Pavement breaking up and kerbs causing trip hazard – Washdyke Lane.
Concern at overgrown hedge hanging over pavement, Cllr Smith to send Clerk details for Council to initially approach owners.
Cllr Taylor advised of the missing street lamp and the damaged chevrons on corner A52.
Clerk to report.
90 OUTSIDE BODIES REPORT
Cllr Eyre had nothing to report from ELDC.
91 CHURCHYARD/CEMETERY ISSUES
The Clerk advised that there had been a burial of ashes in the cemetery undertaken by a Funeral Director firm outside the area and presided over by a lay preacher – neither were aware the ashes were buried in the cemetery and not in Mumby churchyard. The Clerk had contacted the Church which had issued the PF1 payment form and the Church has reimbursed the Parish Council and sent the cremation certificate and forms to the Parish Clerk for Parish records.
The Clerk wondered if the Council wished to consider some sort of signage to ensure that this did not happen again, or delineation between churchyard and cemetery. After much discussion it was decided not to do this.
The Clerk also reported there was to be a burial in the cemetery shortly, and three reservation p lots to be purchased alongside.
A headstone application had been received for the burial of ashes mentioned and it was resolved to approve this headstone rather than a cremation plaque due to the location of the ashes in a burial row.
92 REQUEST FOR PARISH CO9UNCIL TO UNDERTAKE MUMBY GARAGE SALE
The Clerk read out email from organisers who would not be able to continue. It was felt this was not something that fell within parish Council’s remit or powers and it was agreed not to pursue it.
93 CORRESPONDENCE
Letter from LCC approving the footpath diversion at Helsey – noted.
94 CONSIDERATION OF METHODS OF COMMUNICATION
After discussion it was resolved that the Clerk set up an information only Mumby Parish Council Facebook page, with comments turned off. To be used to inform residents of Council matters of interest, and to include link to website.
95 UPDATE ON THE GRIMSBY – WALPOLE PYLON ROUTE
The Clerk confirmed that ELDC, LCC, Police Commissioner and local MP Victoria Atkins, as well as other Parish Councils and individuals in the area had objected to the proposals, and why off shore was the better solution. It was understood there were legal challenges being made against National Grids costings in relation to pylons, underground and offshore. Cllr McCaig and Taylor had attended a presentation by No Pylons Lincolnshire organised for Parish Councils affected.
After discussion is was agreed to purchase three banners “No Pylons/Go Offshore” to be erected on the entrances to the village. These would cost in the region of £25 each.
96 FINANCIAL
a) Accounts for payment
it was resolved that the following accounts be paid:
Clerks salary & PAYE (Feb/March) £650.86
Clerks expenses ¼ - 31/3 £175.30
Wren Farm meeting £ 15.00
R. P. Bradley – churchyard tree removal £400.00
b) Allotment rents
It was resolved that these remain at £25 per plot.

There were no applications or decisions to note.
98 DATE OF NEXT MEETING
This was noted as 16th April 2024.
99 ANY OTHER MATTERS/ITEMS NEXT AGENDA
Clerk advised that the Barclays on line card and reader had both failed.
Clerk asked members to confirm various questions in relation to Insurance quotation.
Cllr Robinson asked about the Council purchasing planters for adjacent the replaced bus shelter – next agenda item.
There being no further business the meeting closed at 8.15pm
