Minutes of the Council Meeting

Held 17th October 2023

 

Present:  Cllr Taylor (Chairman); Cllrs Morlini, Bradley and Robinson

There were no members of the public

 

43           APOLOGIES

                Apologies and valid reasons for absence were received from Cllrs Smith and McCaig and these were accepted.

44           DECLARATIONS OF INTEREST

                There were none.

45           MINUTES OF THE MEETING HELD 19TH SEPTEMBER 2023

                It was resolved that these be signed by the Chairman as a correct record of that meeting.

46           UPDATE FROM THOSE MINUTES

                Minute 37 – Grounds contract been sent out to three local firms

                Barclays – cheque signatory mandate had been updated and approved.  However Barclays were still threatened restrictions on the account as they claimed they had not received details of the organisation – sent 21st September.  Clerk sent these again.

47           UPDATE ON VILLAGE MATTERS

                a)  Footpath – Clerk had contacted LCC Footpaths Officer three times for an update and not received anything, she had also contacted Cllr Davie and had not received a reply.  She would continue.

                b)  Allotments registration

                Letter from Solicitors giving an update on the registration of the allotment land with Land Registry.  The application has yet to be processed by Land Registry.

                c)  ELDC Enforcement

                Sale of Cars – Enforcement Officer had visited several times and noted the number of different vehicles parked and the number being offered for sale.  Unfortunately due to the number of vehicles and the level of car sales ELDC do not consider it a material change of use sufficient to be a breach of planning control.  As such no further action will be taken.  However, the Office has spoken to the Footpaths Officer regarding ownership of the land where the cars are parked, which is subject to examination by Footpaths to establish if the land is a public right of way which may then resolve the issue through land ownership.

                Wood Storage – Officer served a Planning Contravention Notice which the land owner has 21 days to respond.  The next course of action depends on the response received.

                d)  Bus Shelter – Clerk had received telephone call from LCC who were still in dispute with the car owner’s insurance who’s initial offer was insufficient to cover the cost of a replacement bus shelter.  Parish Council members voiced their concerns regarding the length of time this is taking and the lack of under cover shelter for those travelling by bus.

                e)  Lampost – this has been rectified.

48           REPORTS FROM OUTSIDE BODIES

                There were none

 

 

49           CORRESPONDENCE

                E Mail sent inviting attendees to MP session in Horncastle.

                Road closure – Helsey Lane (electricity) 30th October – 10th November)

                Road Restriction Cumberworth (tree cutting) 7th November.

                Priorities for ELDC – e mail circulated – Cllr Robinson took.

50           OUTER DOWSING

                Clerk confirmed the cable route would still be coming onshore at Anderby area and travelling west side of A52, which could still have implications for Mumby.  She also pointed out the potential for a pylon route from Grimbsy to south of Boston, which would also have implications for the Lincolnshire countryside, however the exact route has not yet been clearly identified.

51           COMMUNICATION WITH RESIDENTS

                A brief discussion took place on the merits of a newsletter/Facebook page.  However as this was something Cllr McCaig was interested in it was deferred to the next meeting.

52           CHRISTMAS TREE

                After much discussion it was resolved that the Parish Council would NOT be installing a tree on the green area due to difficulties providing electricity to power lights and the poor performance in previous years of solar powered lights. 

                Discussion on whether to work with the Red Lion in providing support for a tree in the pub grounds followed.

53           FINANCE

                a)  Accounts for Payment:

                It was resolved that the following accounts be paid:

                Clerks salary & PAYE (October)                                                  £325.43

                Wren Farm (meeting room hire)                                                £  15.00

                b)  Income and expenditure to date

                This was noted

                c)  Cemetery Fees – It was resolved not to change the fees for this year.

54           PLANNING

                There were no application or decisions

55           DATE OF NEXT MEETING

                This was noted as 21st November 2023

56           ANY OTHER GENERAL MATTERS/ITEMS FOR NEXT AGENDA

                Cllr Bradley had spoken with the contractor regarding spraying weeds from the hedge bottom.

                It was understood that there was a privately owned defibrillator in the village available for use.

                Concern was raised at the number of dogs being walked off leads in the village and the danger this could cause to traffic plus the lack of control over dog fouling.
