Minutes of the Council Meeting

Held 16th April 2024

 

Present:  Cllrs Morlini, Bradley;  Robinson & McCaig

Mrs J. Cooper (Parish Clerk)

There were no members of the public.

Cllr McCaig (Vice Chairman) took the Chair for this meeting.

 

100        APOLOGIES

                Cllr Davie (LCC) had sent his apologies via e mail.

101        DECLARATIONS OF INTEREST

                Cllrs Bradley and McCaig declared a personal interest in agenda item 8 relating to National Grid Pylons as owners of land which may be affected.

102        MINUTES OF THE MEETING HELD 19TH MARCH 2024

                It was resolved that these be signed by the Chairman with amendments to minute 88 which should read rear of allotments and not cemetery and confirmation that the spring used to run under the A52.

103        MATTERS ARISING FROM THAT MEETING

                The Clerk confirmed having sent a Fix My Street report regarding footpaths Cumberworth Lane and Washdyke Lane, but the response was that, although they have deteriorated no action is to be taken at this time.  Cllr Robinson was concerned that the manhole cover on Cumberworth Lane (corner with A52) was raised, Clerk to report again.

                Chevrons and light off A52 to be actioned.

104        OUTSTANDING VILLAGE MATTERS

                Tree stump in the Churchyard.  Cllr Bradley had been trying to remove soil from around the exposed roots to make removing those slightly easier, however the size of the stump means it would be difficult to remove.  The roots had lifted the footpath.  This is still ongoing, consideration could be given in time to diverting the footpath around the damaged area.

105        REPORTS FROM OUTSIDE BODIES

                Cllr Eyre (ELDC) had nothing to report.

106        GENERAL CORRESPONDENCE

                There was none.

107        NATIONAL GRID PYLON ROUTE

                Clerk confirmed the banners had arrived, to be dropped off at Cllr Taylors.  She also reported that another cable route may be forthcoming, the Eastern Green Link.

108        PURCHASE OF PLANTERS

                It was resolved that Cllr Robinson approach RDR timber, who had made the LCC bus shelter, to obtain a price for two replacement timber planters to site adjacent to the shelter, it was agreed that a maximum of £100 be authorised.

 

 

109        FINANCE

                A)  Accounts for payment:

                It was resolved that the following accounts be paid:

                Clerks salary & PAYE (April)                       £347.10

                LALC Subs 2024                                              £167.96

                Lincsprint – banners                                     £ 75.60

                Wren Farm – meeting room                       £15.00

                B) End of Year balances

                The end of year balances and expenditure against budget were noted.  Clerk advised still waiting for bank statement for the Poor Lane account.

                C)  Amendments to insurance – to include planters.

                D)  AGAR – to be approved at the May meeting.

110        PLANNING

                There were no applications.

111        NEXT MEETING

                Scheduled for 21st May 2024 – to include Annual Parish Meeting prior to Annual Council Meeting.

112        ANY OTHER MATTERS

                Next agenda – registration of allotment land
