Minutes of the Council Meeting
Held 16th January 2024

71 APOLOGIES
Apologies and valid reasons for absence were received from Cllr Robinson.
Cllr Davie (LCC) had forwarded his apologies earlier.
72 DECLARATIONS
There were none.
73 MINUTES OF THE MEETING HELD 21ST NOVEMBER 2023
It was resolved that the Chairman sign these as a correct record of that meeting.
74 MATTERS ARISING
It was agreed that a letter of thanks be sent to the proprietors of the Red Lion and Mr Everard for supplying and siting the Christmas tree. Thanks also to Cllrs Taylor, Bradley and Smith for their work in obtaining and assisting with the tree.
It was also agreed to remain with Barclays until the precept and VAT had been sorted.
75 UPDATE ON VILLAGE MATTERS
Bus Shelter – it was noted this had been erected by RDR timber.
Coots Lane – awaiting information from ELDC
Churchyard Tree – a large tree had fallen in the churchyard on the preceding Sunday morning. Clerk had contacted ELDC to advise as the tree was in a group Preservation Order; and had advised the Diocese regarding the path which had been damaged. Diocese advised that if the path was reinstated as original then only a Part B faculty would be required, meaning it would be dealt with by local permission.
Discussion on the need to have it removed as soon as possible, by a competent insured contractor. A quote of £400 had been received that day and it was agreed to approach another local contractor to obtain a second quote and the Clerk to instruct as appropriate. It was agreed that the whole tree needed removing and the roots dealt with in the best way to refill the hole left behind.
76 PAVEMENTS
This was a concern raised by Cllr Robinson, it was therefore agreed to defer to the next meeting.
77 REPORTS FROM OUTSIDE BODIES
Cllr Eyre (ELDC) had nothing to report. Cllr Davie(LCC) asked for support to object to the proposed pylon route.
78 CORRESPONDENCE
Lincolnshire Devolution Information – noted
Anon letter concerned at development at caravan site off Coots Lane, unable to deal with.
Pylon notification – the Clerk advised that the proposed 400,000 volt pylon line would impact on the area and members urged to attend the consultation event at the Corn Exchange on 10th February.
79 COMMUNICATION
This was an issue raised by Cllr McCaig, it was therefore agreed to defer to the next meeting.
80 FINANCE
A) Accounts for payment:
It was resolved that the following be paid:
Clerks salary & PAYE (Dec/Jan) £650.86
Wren Farm (meeting) £ 15.00
B) Income / expenditure to 31st December 2023
This was noted.
C) Precept/budget for 2024 / 2025
After much discussion it was resolved that the precept be increased by 3% on the previous years to allow for increased costs to the Parish Council, giving a precept of £6489.00.
The sum set aside for churchyard trees be deleted and monies transferred from N S & I.
81 PLANNING
There were no applications or decisions to note.
82 DATE OF NEXT MEETING
This was noted as 13th March 2024.
