Minutes of the Meeting held

15th March 2022

There were no issues raised in the public session.

 

1              APOLOGIES

                Apologies were received from Cllr Banfield, who also tendered her resignation from the Parish Council.  This was noted, and members expressed disappointment that she was leaving the Council.

2.            DECLARATIONS OF INTEREST

                Cllr Bradley declared a personal interest in the planning application, as a member of her family farmed adjacent land.

3.            MINUTES OF THE MEETING HELD 18TH JANUARY 2022

                It was resolved that the Chairman sign the minutes as a correct record.

4.            UPDATES

                The Clerk reported the litter bin has been placed, with thanks to Cllr Willson and Cllr Taylor, along with their assistant.  Cllr Robinson was concerned it was in the wrong place, and it was agreed to monitor the situation.

                Dog Fouling signs had been received from ELDC, two were placed in the notice board and Cllr Robinson took another 2 sets.  It was agreed that the Clerk inform the Dog Warden that the worst affected areas were Coots Lane and frontage along Mumby Meadows with the main road.

5              REPORTS FROM OUTSIDE BODIES

                Cllr Eyre (ELDC) had nothing to report, recent in person Council meeting had been held at the Sports Pavilion in Louth to aid social distancing, progress was being made with the new headquarters in Horncastle.

6.            REQUEST FOR SURVEY OF LONG LANE FOR SPEEDING

                The Clerk advised that she had received an e mail from a resident of Long Lane concerned at speeding along there.  It was agreed that the Parish Council request an Archer Survey be carried out by LCC/Road Safety partnership to assess the speeds and then the data be used to assess if there was anything further that could be done.

7.            ANNUAL PUBLIC MEETING

                After discussion on the format of previous meetings and the lack of attendees it was agreed that the Annual Parish Meeting be held immediately prior to the Annual Council Meeting in May.  No speaker would be invited.

8.            CORRESPONDENCE

                Clerks and Councils Direct (circulated)

                Concern at the condition of trees along the boundary of the Church, it was agreed to have the trees professionally surveyed.

 

 

9.            FINANCIAL

                a)            Accounts for payment. It was resolved that the following accounts be paid:

                                Clerks salary & PAYE (Feb/March)                                            £597.12

                                Clerks expenses (Sept – March)                                                 £  99.90

                                LALC Subs 22/23 year                                                                     £154.35

                                On Your Marques room hire                                                        £  65.30

                b)            Anticipated expenditure to end of year – this was noted

                c)            Anticipated income/expenditure against budget – this was noted.

                d)            Allotment rents – it was agreed not to increase – remain at £25.

e)            Green Bin – Churchyard – it was agreed not to pay for a green bin at the churchyard.  Cllr Bradley would remove it and store it for the time being.

10           PLANNING

                Application N125/00218/22 – Erection of a house, Oak Tree Lodge, Mumby Long Lane.

                After discussion it was resolved to object to the application on the grounds of it being in an unsustainable location in open countryside.

11           DATE OF NEXT MEETING

                This was noted as 19th April 2022 at 7pm

12           ANY OTHER MATTERS

  • The Clerk advised of a burial to take place 21st March in the cemetery
  • The Clerk had received an e mail from a local resident wishing to join the Parish Council to fill the vacancy left by ex Cllr Baxter.  Unfortunately it had been received too late for this meeting, but would be on the agenda for co-option at the May meeting.
  • Cllr Morlini advised she had the Church wheelchair in her shed, it was agreed this was not a Parish Council matter and that it might be better donating to either Hogsthorpe or Chapel churches.
  • It was also noted that the Parish Council would not be organising anything for the Jubilee.
